There is zero reason to spy on Americans, most of this goes back to the English throne, did not we the people win the revolution, I thought so once the British stop taking sailors after 1812, but apparently they a neck deep into American intel, and pull strings. This stuff needs sorting. The founders were domestic terrorists, or AKA freedom fighters that gave us our birthright.
